The Opportunity
The HSEQ Senior Advisor will support the HSEQ Ireland Leader in developing, implementing, and maintaining comprehensive safety policies and procedures in Ireland. Key responsibilities will include creating, updating, monitoring, and reporting on the Safety Management System, promoting a safety-first culture, driving achievement of health and safety objectives, carrying out risk assessments, delivering training, and ensuring compliance with ISO 45001. The role involves close liaison with the HSEQ Ireland Leader, the facilities management team, and Safety Officers in each of our four offices in Ireland.
The successful candidate will also fulfil the role of Safety Officer in their office. Key duties include conducting office safety inspections, reviewing health and safety documentation, delivering inductions, and investigating incidents at a local office level.
The HSEQ Senior Advisor works closely with the business to deliver HSEQ activities to enhance project delivery. This role incorporates the following tasks and activities:
Strategic Direction:
* Good understanding of both the strategic direction of internal clients and how HSEQ strategy can enhance their plans.
* Ability to communicate HSEQ strategic plan into practical actions within their supported geography/office.
* Aware of the operational risk profile/context of the geography/region in which they work against growth ambitions.
External Influence:
* Build external presence, making connections in Arup’s client companies and partners.
* Collaborate with a professional network within and outside of Arup.
* Business partnering: Partner with local PMs and office leaders to deliver HSEQ activities, coach and build confidence to challenge project teams, to drive their projects forward, encourage best practice and consistency.
* Work winning: Collaborate with local commercial teams, providing technical and operational advice to bids, pre-qualification questionnaires and certification schemes, raising any major pursuits queries to HSEQ’s identified team.
* High Quality: Collaborate with HSEQ colleagues to build structured, consistent and efficient approaches to deliver work on time and to a high standard with consideration for the context and stakeholders involved.
* Compliance: Encourage local HSEQ compliance, that statutory obligations are communicated, specifically to duty holders, and roles and responsibilities are discharged.
* Training: Coordinate local HSEQ training and competency, where necessary organise and deliver local training. Ensure training and competency is formally recorded.
* Data: Maintain records and data sources, ensuring data integrity, reliability, accuracy and, where appropriate, privacy.
* Reporting: Interpret reports and analyse data, develop insights to inform their local business of any notable issues, risks, trends or actions. Upwardly escalate any significant concerns and trends to HSEQ Manager.
* Champion and Promote: Encourage and promote local implementation of quality, H&S and environmental management systems.
* Digital: Identify opportunities for improvement and collaborate on solutions to solve and improve processes. Adapt to new technologies and methodologies.
* Ownership: Take ownership of own work to accomplish individual and wider team objectives.
* Customer focus: Develop good customer focus, understand their drivers, problems or needs, and deliver services to resolve / meet those needs.
* Adaptability: Demonstrate a positive, growth mindset, embrace new ways of working, willingness to learn new skills to enable flexibility in a dynamic work environment.
As a HSEQ Senior Advisor at Arup, you will:
Develop skills and knowledge across all 3 disciplines of HSEQ.
Quality Management
* Partner with projects to deliver work of quality, using our quality management systems and the programme of quality checking and inspection of work.
* Coordinate local internal audits and audit plans, conduct simple analysis of local audit findings to establish underlying trends and reasons.
* Support local teams ahead and during an external audit. Coordinate any findings, recommend, track and manage actions to completion. Escalate outstanding issues or concerns.
* Develop project quality plans and inspection regimes (where required).
* Ensure that local briefings on the quality management system are done, to improve the understanding of the requirements and individual roles, responsibilities and tasks.
Health, Safety and Wellbeing
* Encourage a culture of care where safety is everyone’s responsibility and integrated within everything we do, advise and coach leadership on role modelling.
* Provide local teams with professional safety advice for bids, projects, site visits, travel and facilities.
* Review and validate local risk assessments/SWMS, safety plans and methods statements, supporting the identification and establishment of suitable risk mitigations and control measures.
* Implement fire safety, first aid, emergency response, workstation assessments, environmental compliance, office inductions, physical security, personal emergency evacuation plans and contractor management.
* Encourage incident prevention and safety in the office and across projects. Investigate local incidents, ensuring appropriate and timely reporting of incidents, and the establishment of effective corrective action. Collaborate with Major Incident response team when required.
* Support project teams to integrate the design safety framework and key concepts within the designs.
* Coordinate the issue, use and maintenance of protective clothing and equipment.
Environment and Sustainability
* Support Arup achieve its sustainability goals by promoting the environmental management system and supporting the integration of sustainable concepts within our business operations, processes and local decision-making.
* Maintain integrity of environmental data into systems, including the local Environmental Aspects Registers and improvement plans.
* Conduct local impact environmental assessments.
* Validate project environmental outcomes against contractual and legal obligations within geography/region.
* Liaise with internal and external stakeholders associated with ESG reporting, EMS approach and industry influence.
* Encourage environmental awareness and controls with internal stakeholders to support consistency in process application i.e. waste management, review of materials being consumed or installed within offices.
* Ensure sub-contractors are compliant with Arup environmental standards and practices.
* Partner with Arup Leaders to provide compliance advice ensuring their understanding of environmental obligations as duty holders.
Emergency Preparedness
* Support business in the preparation for local emergencies and business disruption, ensuring the business continuity plans are maintained.
* Coordinate local emergency plans and the routine testing of emergency communication systems, such as Everbridge and International SOS.
* Coordinate contractor safety management, ensuring the assessment of contractors’ H&S policies and risk assessments, and support local safety plans.

* A relevant third level qualification in health and safety.
* A minimum of 5 years of experience in a safety management role.
* A passion for driving HSEQ forwards.
* Specialist skills like High-Risk.
* Additional knowledge or experience in engineering, construction, quality management, or environmental management would be advantageous.
* Developing knowledge of all disciplines of HSEQ.
