Project Manager
Team Horizon is seeking a Construction Project Manager based in Galway for the management and planning of capital projects nationwide.

What You Will Be Doing:
1. Assist with the compilation, development, and drafting of a national Capital Investment Programme.
2. Assist with the development and drafting of annual, quarterly, weekly, and other reports when required on the implementation and progress of the Capital Investment Programme for various departments and organizations.
3. Assist with the review, revision, and implementation of the Capital Projects Manual and Approvals Protocol to ensure alignment with National Financial Regulations and the Capital Infrastructure Guidelines.
4. Participate in the functioning of the National Capital and Property Steering Committee.
5. Support the management of the operation of the Committee and evaluate project submissions in line with established protocols.
6. Liaise with key stakeholders including Capital and Estates Assistant National Directors, Estate Managers, and Project Managers to ensure compliance with relevant protocols and guidelines.
7. Establish and manage a project reporting structure as required by established protocols and guidelines.
8. Support the delivery of National Priority Projects and Programmes.
9. Work collaboratively with various stakeholders including Hospital Group management, service managers, and emerging Regional Health structures to address Capital and Estates business requirements.
10. Assist in the development and implementation of the National Estates Information System.
11. Represent the Estates Manager, Capital Unit as required in Services-led strategy and planning working groups.
12. Support the implementation of the agreed Capital Programme/Capital Plan.
13. Cooperate with the Health Services Transformation Programme as required to carry out the duties of the post.
14. Achieve targets and plans and complete agreed work within allocated resources.
15. Identify, assess, manage, and monitor risk within area of responsibility.
16. Demonstrate proactive commitment to all communications with internal and external stakeholders.
17. Develop good working relationships with team members and Service administrators.
18. Support, promote, and actively participate in sustainable energy, water, and waste initiatives.
19. Ensure Occupational Safety and Health is integrated into day-to-day business and maintain safety-related records.
20. Consult and communicate with staff and safety representatives on OSH matters.
21. Perform all other duties as requested or assigned.
What You Need to Apply:
22. Hold a Level 8 (or higher) qualification in Architecture, Engineering, or Surveying accredited by the relevant Professional Institute.
23. Have Membership of the relevant professional association: Society of Chartered Surveyors in Ireland, Royal Institution of Chartered Surveyors, Engineers Ireland, Royal Institute of Architects of Ireland.
24. Or be eligible for registration under the Building Control Act without requiring further assessment as it applies to your qualified discipline.
25. Have at least five years' satisfactory experience in architecture, engineering, or surveying work including adequate experience in construction or maintenance of buildings or in the installation or maintenance of mechanical, electrical, and heating services.
26. Possess a high standard of technical training and experience.
27. Possess the requisite knowledge and ability including a high standard of suitability and administrative capacity for the proper discharge of the duties of the office.
28. Good knowledge and experience of construction and maintenance of buildings equipment and services and building regulations and guidelines.
29. Knowledge of relevant internationally accepted standards in relation to the design and maintenance of healthcare buildings.
30. Knowledge of option appraisal procedures brief writing and building user consultation cost estimation and control hospital design healthcare and project management and of the procurement process appropriate to public sector capital projects.
31. Evidence of computer skills including Microsoft Word Excel email engineering-specific programmes such as Project Manager AutoCad etc. and financial systems for e.g. SAP.
32. Ability to operate as an effective strategic and tactical thinker.
33. Excellent judgment and creative problem-solving skills including negotiation and conflict resolution skills.
34. Excellent management skills and an ability to influence and engage with colleagues and peers in a collaborative manner.
35. Leadership and team management skills including the ability to work with multi-disciplinary team members and motivate train develop and manage staff.
36. Capacity to lead organise and motivate staff to function effectively in times of rapid change.
37. Evidence of effective communication skills including the ability to present information in a clear and concise manner.
