What you will be doing:
1. Provide services as appropriate in the development and execution of major capital projects in ACUTE and NON-ACUTE settings.
2. Plan and supervise the execution of these projects by:
1. Managing the preparation of a comprehensive brief for the projects in consultation with services and capital & estates personnel and advisors.
2. Ensuring that the brief is known and understood by all those who are likely to work in the new facility.
3. Managing necessary consultation processes, meetings, and activities necessary for satisfactory project completion.
4. Complying with all regulatory requirements including permissions, licenses, certificates, and approvals.
5. Acting as senior administrative officer for project management and helping to resolve issues quickly.
6. Defining requirements for design services, buildings, and equipment.
7. Advising on the selection of Design Teams, professional services, and Contractors for Capital Projects, arranging and managing procurement processes.
8. Arranging for preparation of specifications, drawings, and contract documents for Capital Projects.
9. Obtaining approval to proposals as necessary in accordance with protocols and regulations.
10. Developing proposals with selected design teams and contractors.
11. Developing action plans for timely and efficient completion of contracts.
12. Coordinating the tender and control stages of the project with close liaison with the design team and hospital personnel.
13. Supervising staff and contractors in the implementation of agreed programmes.
14. Working with service management and nurse planners to establish an equipping/commissioning team in good time.
15. Managing and controlling agreed project timescales and budgets to quality standards.
16. Anticipating difficulties and problems and ensuring they are resolved or brought to the notice of the Estates Manager and Project Board.
17. Managing and controlling expenditure on each assigned project.
18. Checking design team fees and preparing for certification by the Estates Manager.
19. Advising line management on measures for the orderly phasing out of services in old facilities.
20. Ensuring appropriate maintenance arrangements are put in place for new buildings.
3. Plan and supervise the execution of minor capital works by:
1. Developing a comprehensive brief for the project in consultation with local managers.
2. Preparing or arranging for preparation of plans and contract documents.
3. Arranging for appointment and management of design teams.
4. Arranging for submission of tenders and recommending tenders for acceptance.
5. Agreeing programme for project with contractors.
6. Ensuring that agreed programme is completed within time and tender sum.
4. Prepare programmes for the maintenance of buildings, services, equipment, and vehicles.
5. Defining maintenance requirements and proposing priorities for resource allocation.
6. Preparing budgets for proposed programmes.
7. Defining necessary staff or contract resources and preparing action plans.
8. Assisting in defining requirements for all equipment and buildings.
9. Recommending awards of maintenance contracts to outside contractors.
10. Obtaining departmental approval to proposals as necessary.
11. Supervising staff and contractors in the implementation of the agreed programme.
1. Ensure that all buildings, services, equipment, and vehicles are adequately maintained by:
1. Developing planned maintenance routines based on manufacturer’s instructions.
2. Incorporating maintenance requirements in supply contracts for new equipment.
3. Developing regular inspection and maintenance routines.
4. Developing guidelines for safe operation of all equipment.
2. Work with the Property Manager to ensure compliance with Property Transaction Protocols and property management strategy.
3. Assess the physical infrastructure of the property portfolio.
4. Provide information to maintain a property asset register.
5. Ensure adequate fire prevention and safety measures by:
1. Discussing with local authority Fire Officer and providing a programme for implementation.
2. Advising and agreeing annual programmes for fire precautions schemes.
6. Advise on the efficient use of energy and work with personnel on energy efficiency by:
1. Monitoring and reporting on energy consumption.
2. Assessing energy efficiency standards and advising on investment proposals.
7. Co-operate with Health Services Transformation Programme as required.
What you need to apply:
1. Hold a Level 8 (or higher) QQI major academic award in Architecture, Engineering, or Surveying accredited by the relevant Professional Institute.
2. Have Full Membership of the relevant professional association.
3. Have at least seven years’ satisfactory and relevant experience in planning, design, project management, or construction.
4. Possess requisite knowledge and ability for the proper discharge of the duties of the office.
