The purpose of this role is to assist the Director of Property and Housing to deliver the Association’s asset management strategy and provide a customer focused, efficient and effective maintenance service.
What you will do:
* Maintain data integrity of the Asset Management Plan.
* Manage ongoing programme of Stock Condition Surveys to inform Asset Management Plan.
* Be responsible for translating the agreed Asset Management Strategies into repair & maintenance programmes at the operational level that form the Association’s rolling maintenance plan within the context of the 30-year Business Plan, including any energy retrofitting works.
* With the Director and Head of Housing prepare property management & maintenance budgets and plans including multi-year plans and the management, reporting and control of delivery and costs regarding the above. Ensure all such works are achieved within budget. Work with the Finance function accordingly.
* Working with the Director and Head of Housing, ensure that proposed maintenance plans work to support our tenants with minimum disruption and minimise property voids to the maximum extent possible.
* Drive an improvement in the level of procurement for all maintenance operations and be able to demonstrate that we run an efficient and price competitive procurement operation that provides value for money. Proactively manage internal maintenance staff, external suppliers and management companies to achieve this.
* Be familiar and compliant with current EU Procurement Directives, and procurement legislation.
* Prepare and manage tender process for the delivery of the cyclical and planned maintenance programme.
* Be responsible for monitoring all contracts and ensuring the fidelity of preferred suppliers.
* Work with the Senior Health and Safety Manager to ensure compliance with all relevant Health and Safety legislation and regulations.
* Maintain up-to-date knowledge and awareness of all key technical and regulatory developments and ensure policies and processes are updated accordingly.
* Apply a good working knowledge of building construction methods and materials, building standards and defects.
* Inspect and recognise repair needs, determine solutions and draw up specifications and schedules of work.
* Ability to communicate technical issues to others to ensure understanding of priorities and plans.
* Provide technical advice as required to others internally.
* Work as a key member of the Property & Housing Management team to support the delivery of the department’s overall objectives.
* Achieve strategic goals through ownership and leadership of the internal maintenance team.
* Ensure high levels of efficiency of staff through ongoing training, instruction, supervision and leadership.
* Plan weekly/daily staff schedules and assignments.
* Coordinate maintenance schedule and assignments.
* Monitor performance and administer action plans consistently, and on a timely basis with any issues arising, in line with organisational policy.
* Provide support to staff to encourage teamwork and lead as an example in creating a harmonious environment.
* Ensure all administrative processes involving staff are handled on a timely basis.
* Ensure information regarding KPIs is recorded correctly in a timely manner for reporting to the Executive and Board.
* Compliance and reporting with external benchmarks including, Local Authorities, Housing Regulator and RTB requirements.
* Measure appropriate KPI’s.
* Carry out any other duties that may be assigned by the Director of Property and Housing.
What you will need:
* A relevant 3rd level qualification to at least degree level in Building Surveying, Construction Management or similar related discipline.
* A minimum of 3 years management experience in a relevant technical role.
* Experience of preparing / managing cyclical / planned works maintenance programmes for housing.
* Experience in procurement / contract supervision.
* Ability to collate and analyse data and provide relevant written reports.
* Proven knowledge of all relevant legislation.
* Proven leadership capability, drive and ambition with ability to take the initiative.
* Positive and proactive approach to managing diverse teams.
* Strategic planning, project management, budgeting and management skills.
* Excellent conflict resolution skills.
* Willingness to travel, use of car and full driving licence.
