Position Description The Smart Metering programme is a national infrastructure programme aimed at safely upgrading all 2.4 million electricity meters in the country with modern smart ready meters which will allow for the development of new products and services delivering benefits to the customer, economy and the environment.
As of February 2025, over 1.9 million meters have been upgraded, and the remaining meters are due to be upgraded by the end of 2025.
The ESB Networks Smart Metering Operations Centre (SMOC) is responsible for ensuring the quality and availability of smart metering services through monitoring, managing and maintaining smart meters, Advanced Metering Infrastructure (AMI) systems and ancillary services.
This includes the accurate and reliable provision of smart metering data for key business processes including electricity customer billing.
The Designated Data Owner role resides within the System Governance pillar within the wider SMOC team.
The Designated Data Owner is responsible for the maintenance of all data that is owned and processed by SMOC and is responsible for ensuring that all data is handled in accordance with all relevant legislation and ESB policies and procedures.
Key Responsibilities Ensure rights of access to all relevant data is regularly reviewed.
Ensure all data processed by SMOC is catalogued and classified as per relevant policies.
Engage with the ESB Networks Data Steward and ESB Data Protection Office to ensure all processes involving Personal Data are identified, documented and maintain compliance with GDPR requirements.
Including the development and maintenance of Records of Process and Data Protection Impact Assessments.
Support responses to data requests including Subject Access Requests and FOI requests.
Conduct audits and compliance checks as necessary to ensure compliance is maintained with all relevant legislative and business requirements including data retention requirements.
Support the development and maintenance of all relevant documentation including policies, processes and procedures for data management including classification, collection, storage, use etc.
Identify, record and mitigate risks associated with all relevant data.
SMOC point of contact for all queries and issues relating to data protection and data governance.
Deliver data protection training and promote data governance awareness across SMOC team.
Knowledge, Skills and Experience At least 3 years post graduate experience working in a related roleExperience working with data protection laws and regulations such as GDPRExperience working in Data Management and Data GovernanceSelf-motivated with ability to prioritise own workStrong Communications and report writing skillsThe ability to understand and solve problems in a collaborative mannerProven capability to deliver to deadlines and manage multiple prioritiesStrong interpersonal skills, including relationship building and influencingProven ability in management of internal and external stakeholdersKnowledge of Electricity Meters and Metering SystemsExperience working in a Governance, Risk and Compliance roleQualifications Either 3rd Level qualification or equivalent work experience is essential.
