Project Manager - Chief Technical Services Officer

Role: Provide project management technical services and expenditure control as appropriate in the development and execution of capital projects, planning, and supervising the execution of these projects. This portfolio includes commercial buildings, mental health facilities/Primary care units located in Kildare and Dublin West.
Work Arrangements: Office-based position in Dublin 10, with site visits. A blended working model applies: office/site/home.
Standard Working Hours: 35 hours per week, Monday to Friday.
Salary: €75,000-€85,000 per annum (annual increments), 30 days annual leave plus bank holidays, expenses, mileage.
Duties include:
* Managing the preparation of a comprehensive brief for projects
* Managing necessary consultation processes
* Complying with all regulatory requirements, including permissions, licences, certificates, and approvals
* Defining design service requirements, building, and equipment needs
* Advising on selecting design teams, other professional services, and contractors for capital projects, arranging procurement processes
* Developing proposals and action plans for timely and efficient contract completion
* Coordinating tender and control stages of projects
* Supervising staff and contractors implementing agreed programs
* Managing and controlling project timescales and budgets for planning, design, construction, equipping to agreed quality standards
* Anticipating difficulties and problems arising from phasing, variations, commissioning, and vacating, resolving or deciding on avoidable claims for delays, extras, etc.
* Managing expenditure on assigned projects; current estimates of total costs, running statements of financial commitment, and forecasts of expenditure
* Ensuring maintenance arrangements are in place for new buildings
* Completing the agreed program within time and tender sum
* Fire safety schemes and proposing priorities in allocating resources for these schemes
* Working with Property Managers and Fire Officers to ensure compliance with Property Transaction Protocols and other relevant property-related tasks when assigned
* Ensuring fire prevention and safety measures and standards are devised
* Energy: Working with the Energy division to prepare and implement investment proposals on energy-saving projects
* Monitoring and reporting on energy consumption in premises, advising on investment proposals for energy-saving projects
* Advising on facilities and environmental matters with services personnel and other capital & estates personnel, advisors as required
Requirements:
A level 8 academic qualification in an engineering or construction discipline or associate professional membership with:
* Engineers Ireland
* Society of Chartered Surveyors in Ireland
* Royal Institution of Chartered Surveyors
* Royal Institute of Architects of Ireland
Experience: Planning, design, project management, or construction of highly compliant buildings or installation/maintenance of mechanical, electrical, heating services of such buildings. Minimum 5 years' experience preferred with a professional engineering/Consulting Engineers/Developers background.
