JOB DESCRIPTION Title:· Systems Delivery Manager, National
Train Control Centre (NTCC) Project, Iarnród Éireann (IÉ) Capital Investment
Division. Role and Purpose:· Senior role responsible for client-side
management of the delivery of the Traffic Management System (TMS) project,
includingo management
of the Indra TMS Systems wide design and build contract ando the
integration of the new TMS system into the IÉ operational network, including
integration to existing systems and operational processes.· Provide
leadership and direction to the TMS project delivery team on all planning and
delivery issues including project management, systems design, systems testing
and commissioning, technical, integration, schedule, commercial, operational
readiness, risks and opportunities to achieve TMS project delivery milestones· The
role will be responsible for undertaking the project management, leading, collaborating,
directing and driving the delivery of the TMS both within IÉ and with the TMS contractor,
Indra. · Main
tasks to be carried out include contract oversight, schedule management, issues
management, stakeholder management, risk management, project change and providing
regular reports to senior management.· Accountable
for the delivery approach of the project programme in the most efficient and
timely way by implementing agile delivery methodologies for complex railway systems
projects.· Lead the delivery of the agreed
project baseline programme, noting the importance of collaborative working
between IÉ and Indra delivery teams, providing and maintaining a framework for
the delivery of the integrated Indra and NTCC Systems programme.· Lead
the relationship with Indra to achieve TMS project delivery milestones· Provide oversight, direction
and technical support to both IÉ and Indra testing and commissioning teams· Provide oversight, direction
and support to IÉ to ensure that the business is ready from an operational and
technical perspective to commission the NTCC system into service. · Provide
timely reports, advice and support to IÉ management on TMS project
delivery. Provide
technical input and delivery support to IÉ Management as part of regular
reporting to external stakeholders e.g. National Transport Authority, Department
of Transport, Major Projects Governance Oversight Group.· Assist
in the management of internal and external stakeholder relationships on NTCC
System project delivery· Provide quality assurance of
Indra deliverables against plans and specifications, reporting concerns to
Irish Rail and providing informal advice as required. Reporting

regulatory bodies, e.g. Commission for Railway Regulation Location:· Hybrid working arrangement (Indicative
– Dublin 50%/Remote 50%) but flexibility expected based on requirements for the
execution of the project. Some overnight visits to Indra’s offices in Madrid
may also be undertaken from time to time. Essential
Competencies:· Proven track record in leading
and the project management of the delivery of complex Railway Systems projects
(preferably TMS) with multi-disciplinary technical aspects including systems
design, development, systems integration, safety assurance, systems testing and
commissioning in the rail environment, together with a good understanding of Traffic
Management System operational environments.· Strong understanding of project
management methodologies and control procedures with a minimum of 10 years’
experience (preferably in a Rail related environment).· An engineering degree
(preferably Systems Engineering) or technical equivalent, with Chartered
Engineer status preferred. Member of a professional engineering body.· Strong leadership, stakeholder
engagement, communications, negotiation, and interpersonal skills. Ability to collaborate effectively with both
the Contractor and the end users and other stakeholders.· Experience leading system
configuration management, system change management and change control processes
for technology systems· Experience leading project
interface management for technology systems in the rail domain· Experience in managing
operational readiness activities in the rail domain· Experience in managing safety-relevant
systems in the rail domain· Proven track record in managing
multi-disciplinary technical teams· Experience and understanding of
railway safety management systems and regulatory requirements, and the ability
to co-ordinate systems design and implementation to incorporate these systems
and requirements into the TMS system· Excellent communication and
presentation skills· Strong analytical and
