Role:
The Client’s website was last updated in 2016. It is timely to redevelop the website to reflect the organisation’s expanded remit.
Outline of Service: The redevelopment of the website will reaffirm the website as the primary communication tool for a wide group of stakeholders with a focus on an improved user experience with enhanced access to information.
The requirement for this role is for a resource to provide services to the client to provide guidance on the design, liaise with stakeholders, and facilitate a quality user experience.
Scope of the Requirements: The Client is seeking a project manager to oversee the redevelopment of the website from tender to ‘go live’ stage. The contractor will work closely with the client’s communications team to devise and implement a project plan for delivery.
Experience Level Required:
It is a mandatory requirement that the Resource proposed has the equivalent of:
1. Possess a minimum of 4-6 years’ relevant experience managing a range of projects, including technical and application projects, from pre-approval to project closure, using a range of project management methodologies.
2. Possess a recognized formal qualification in project management (PMP, Prince2).
The following non-exhaustive list of Key Deliverables are applicable to this role:
Website RFT preparation:
1. Provide insight and advice on the contents of the Website design and development RFT, including guidance on elements for inclusion.
2. Provide input on the scoring to be applied on various aspects of the RFT.
3. Provide input in the evaluation of tender responses, including assessing completeness of submissions in addressing the requirements as outlined in the tender.
Project mobilisation and delivery:
1. Working with organisational stakeholders, establish project organisation, resourcing, and governance.
2. In conjunction with internal stakeholders and selected suppliers, develop and manage scoping documentation, project and phase schedules, risk registers, and other project control artefacts.
3. Plan and manage project resources required to meet project milestones.
4. Establish the project organisation work structure and resource requirements.
5. Plan and manage multiple streams of activity required to successfully deliver the project and ensure that project activities proceed in line with good project delivery practice.
6. Manage project phases ensuring requirements and deliverables are clearly defined, agreed, and documented. Ensure requirements are signed off by business representatives and stakeholders before commencing subsequent phases.
7. Identify and manage project risks and contingencies, ensuring risk escalation in a timely fashion.
8. Manage project scope and change control procedures, escalating blocking issues quickly and efficiently. Particularly at the outset of the project, work closely with a variety of stakeholders in capturing requirements.
9. Ensure that the project team develops a content architecture reflecting the current and planned remit of the organisation, and which is sustainable to flex as the remit of the organisation evolves.
10. Integration of other websites in the HEA suite.
11. Ensure project proceeds on schedule, activities are completed on time, on budget, to required quality standards.
12. Manage supplier deliverables to ensure the requirements are user tested and signed off as required by tender specifications.
Transition to go live:
Provide project management support in the transition to live. Services required include:
1. Coordinate all aspects of test planning and signoff to ensure the website operates and is supported as intended.
2. Manage and coordinate pre-launch testing in conjunction with supplier and organisation stakeholders.
3. Assist with the establishment of post go live site management and governance. Plan and coordinate activities required for the transition to go live including but not limited to data loads, hosting and support arrangements, functional testing sign off, integration, transition to support and stabilisation.
Requirements:
The following Experience/Competencies/Skillsets are applicable to this Role. The proposed resources should:
1. Have relevant experience working on similar website redevelopment projects. As part of the response, Tenderers must include a minimum of one example.
2. Have experience in respect of drafting RFT specifications of public procurement rules and regulations.
3. Have experience of the standards applicable, business requirements, and technologies used in constructing a modern content management driven web presence.
4. Have experience of project management and planning tools including MS Project.
5. Possess supplier management skills and demonstrable experience managing third parties, including managing subcontractors and subcontract agreements.
6. Have experience of communicating clearly and effectively to various stakeholders at different levels, including those from both technical and non-technical backgrounds and those at end-user and senior management levels. The response should include how the Resource met deadlines, explained issues, problems, and solutions in a way that was easily and equally understood by all.
