We are recruiting a Director of HR, Learning & Development
Full Time - Bray, Co. Wicklow (Hybrid)
Reference - Core hours Monday – Friday (based on a 35 hours per week)
We embark on an exciting new phase in Sunbeam and set our Strategic Plan for the next five years, we are recruiting a dynamic and experienced HR Leader to join the Senior Leadership Team and be key player in supporting our vision, values and mission statement. With a staff team of over 560 and client base of circa 300 you will be a collaborative and engaging leader with a passion for Human Resources & Learning & Development.
Key Responsibilities:
Strategic Planning and Organisational Development:
1. To be responsible for the development and implementation of a strategic HR plan in accordance with the best practice, which supports effective workforce planning and the ongoing growth of the organisation.
2. To work closely with all appropriate staff to secure commitment and involvement in the implementation of people-related strategic planning initiatives and objectives.
3. To be responsible for the agreed Key Performance Indicator (KPI) implementation across Human Resources, Learning and Development.
Service Delivery:
1. To lead staff to deliver high-quality services and achieve all relevant objectives contained in SHS's people-related strategic, business and operational plans.
2. To oversee and manage the Human Resources, Learning and Development functions.
3. To ensure continuous improvement in the implementation of the HR and L&D functions.
4. To lead the HR and L&D operational functions in new business, including TUPE transfers, and to make representation on behalf of the organisation at meetings with internal and external organisations.
Leadership:
1. To provide comprehensive strategic operational and development leadership to ensure that HR and L&D have highly skilled, flexible, focused and motivated teams.
2. To lead the development and delivery of management and leadership development programmes at all levels in the Organisation.
Governance:
1. To ensure that all Governance, regulatory and risk management requirements are met for the HR and L&D functions and that the highest quality of management is applied to carry out needs assessments and to support the maintenance, creation and development of relevant policies and procedures.
2. To advise the Senior Leadership Team (SenLT) on HR policy and procedure to ensure that the organisation adheres to its obligations in Human Resource management.
Quality:
1. To ensure that the needs of the clients we support are at the core of the Sunbeam's mission.
2. To ensure a high level of governance, including assessment and management of risks and the implementation of appropriate policies and procedures.
3. To ensure that SHS' HR and L&D functions comply with all professional regulatory and internal standards.
4. To ensure that robust performance management arrangements are implemented.
Succession Planning:
1. To create a leadership and talent succession and development framework.
Organisation Development & Change Management:
1. To possess the expertise and expertise necessary to be regarded as the organisation's expert on organisation development and change management.
Employee Relations:
1. To manage the employee relations framework and to provide expert advice to directors and managers on all employment law matters.
2. To ensure that the HR and L&D Functions maintain a comprehensive knowledge and understanding of current employment legislation and be aware of implications arising from changes in legislation from case law, local or EU legislation.
Pay and Benefits:
1. To be responsible for the implementation of HSE salaries and SHS benefits that attract high-quality applicants.
Human Capital Reporting:
1. To be responsible for the development of a series of HR reports to inform the Senior Leadership Team and the Board on staff profile and trends, identifying risk areas so that interventions can be implemented.
Corporate Management:
1. To assist in corporate decision making within the Senior Leadership Team and ensure that the organisation's objectives and decisions are effectively communicated.
2. To establish collaborative relationships with stakeholders in the public, private and voluntary sectors to ensure the organisation works effectively. To act as an escalation point by participating in an On-Call rota for the whole organisation.
Organisational Commitment:
1. To participate in other projects or operational activities as required and participate in internal meetings, sub committees and working groups as appropriate.
Requirements:
Applicants must have:
Education/Training Qualifications and Experience Essential:
1. Bachelor’s degree or Master’s Degree in Human Resources
2. Fully Competent in IT and HRIS
3. Minimum 7 years broad and progressive experience in HR
4. Minimum 5 years senior management experience in the HR field
5. Experience of operating in a Unionised Industrial Relations environment essential, with evidence of delivering change through trade union engagement & negotiations.
6. Proven Employee Relations experience essential, including attending external third-party bodies as well as managing internal ER matters such as cases, claims, investigations, grievances, disciplinaries, complaints etc.
7. Experience in strategic and local change management in support of organisational objectives and initiatives.
8. Experience of budgeting, budgetary management and costing pay elements of organisation wide cost saving initiatives
9. Experience of managing and enhancing HR policies, practices, systems & work practices
10. Experience of operating in a regulated, audited environment.
11. Experience of leading a multi-layered team of HR staff
12. Previous experience working within a charity/voluntary sector
13. Experience within the Intellectual Disability sector
14. Ability to represent the Human Resource function as part of the larger business model.
15. Excellent motivation and team leading skills with strong people management skills.
16. Ability to work independently in a team environment, establishing effective relationships.
17. Strong communication skills and the ability to translate strategic and operational thinking clearly to others
18. Highly change management and improvement oriented
19. Confident directing HR and advising managers on all aspects of people management and development.
20. Willing to get involved at roots level and get involved in operational requirements as well as providing strategic input
21. Ability to effectively plan and organise work, operate efficiently under pressure and deal effectively with competing demands.
22. Sound negotiation and conflict resolution techniques.
23. Proven ability in resolving interpersonal challenges
24. Ability to demonstrate a strong commitment to the values of SHS to improve the services we provide.

Salary Scale: Successful candidates will be paid as per Grade 8 of the HSE consolidated pay scales. (March 2025)
