Our client is one of Ireland's leading EPCm consultancies and a global player in the Semiconductor, Pharma, and Biotech sectors with offices in Dublin and Cork.
A Procurement Lead is required to manage and motivate the Equipment Project Procurement Team while commanding respect from all stakeholders through technical and personal credibility and integrity.
As the overall Project Procurement Lead, you will manage the activities of a small to large team of buyers, expeditors, subcontract administrators, and other supporting procurement functions. This typically includes:
1. Establishing package assignments and priorities
2. Eliminating obstacles
3. Managing the interface with in-house staff and Client management
4. Providing on-the-job training
5. Offering support and guidance
6. Working closely with the Department Manager of Equipment Procurement to settle performance-related issues
Coordinate with the Client’s procurement representative and Project Manager and maintain good relations.
Manage the procurement process, including:
1. Planning
2. Development of bidder lists
3. Qualifying bidders
4. Preparing requests for quotation
5. Conducting bid evaluations
Disseminate Operating Procedures for Procurement activities and ensure implementation by the Procurement Team.
Work closely with the Project Controls Team and support as necessary with resources to ensure that the capital cost reporting elements of the Project requirements are delivered to the highest standard.
Provide input, expertise, and support into the capital estimating of projects.
Ensure the procurement of materials and equipment of the required quality at the lowest cost consistent with material requisitions, departmental and project requirements, and at the correct delivery point within scheduled time limits.
Oversee the competence and performance of supervised personnel within applicable procedures, schedules, and man-hour and cost budgets.
Requirements
1. Degree in a recognized industry field (Procurement Management or Business-related qualification)
2. Membership of IIPMM or equivalent is an advantage
3. Extensive experience in Capital Equipment Procurement or Project Management related field
4. A minimum of 10 years in a Procurement Management or Lead Buyer position (a combination of design office and construction site experience is beneficial)
5. A minimum of 10 years’ experience as an Engineering Buyer in a related industrial sector
6. Thorough knowledge of the Equipment Supply Chain and capable of building strong relationships with the vendors we engage with
7. Strong technical background would be an advantage
