The Role - Overview
Reporting to the Director of Licensing, the Assistant Director of Licensing, Financial (AP - Standard Scale) will be a senior member of staff in the Gambling Regulatory Authority of Ireland. Supporting the Director of Licensing (PO), the Assistant Director will play a crucial role in the financial evaluation and vetting process of licence applications.
This role involves examining and approving the comprehensive financial information and evidence that allows the GRAI to evaluate and assess the suitability of the funds associated with applicants, beneficial owners, relevant officers, and the gambling/gaming operation. The individual will ensure that these entities are in good financial standing with no concerns from a financial, business or AML perspective.

Key Responsibilities:
* Oversee the financial scrutiny of licence applications, ensuring thorough evaluation and vetting of all licensee applicants.
* Provide comprehensive analysis of business plans, financial statements, and sources of funds.
* Manage the rollout and consistency of an extensive financial assessment process.
* Perform risk assessments of applicants for suitability to hold a gambling licence.
* Manage forensic financial investigations, identify problems and their causes, and develop solutions to address them.
* Review, interpret, and assess risk analyses, consulting with third-party vendors for complex cases.
* Provide final recommendations on the financial stability of applications.
* Liaise with third-party accounting firms during the application process and review their findings.
* Manage challenges and escalations that arise from the Licensing Team.
* Make sound judgment calls on the financial information received during the application process.
* Ensure that all financial assessments are conducted in accordance with GRAI's policies and procedures.
* Present and explain your decisions in the event of an appeal, Judicial Review.
* Attend and advise the Seven Person Authority.
* Build effective professional relationships with a wide variety of Stakeholders including large gambling organisations, Charities / NGOs and other Regulators.
* Provide leadership to your team and the wider GRAI.
* Any other duties as may be assigned from time to time.
Essential Criteria
In order to be eligible to apply for this role you must have/demonstrate in your C.V. and/or Cover Letter the following:
* Bachelor’s degree in Law, Business Administration, Regulatory Compliance, or a directly relevant field.
* Professional certification or qualification in accounting or finance.
* Experience in managing forensic financial investigations.
* Strong product knowledge, (or the ability to acquire this quickly) of the gambling/gaming/ lotteries sectors sought.
* Proven ability to review, interpret, and assess risk analysis from third-party vendors for complex cases.
* Ability to make sound judgment calls based on financial assessments.
* Excellent communication skills, both written and verbal at all levels, along with strong public presentation skills.
* Proven experience of developing, maintaining and making best use of effective stakeholder relationships, both internally and externally.
* Demonstrated ability to manage complex processes and ensure accuracy and consistency in evaluations and reporting.
* Strong attention to detail and commitment to thoroughness in all evaluations and assessments.
* Ability to plan and organise a large caseload to strict or legislative deadlines.
Desirable Criteria
* Previous experience in the gambling industry or a regulatory / regulated sector.
* Experience in working within a regulatory framework, whether in the private or public sector.
